Обе позиции об одном и том же, must have skills ниже. Первая - для джуниора, а вторая для синиор девелопера.

Must Have Qualifications:

• Extensive Object Oriented design and Java development experience (JAVA, JSP)
• Experience with web based technologies and protocols (HTML, Javascript, XML, XSLT, SOAP)
• Experience with designing a large-scale, real-time, business critical systems
• Solid system architecture skills (especially 3/N-Tier applications)

The Java Developer will be responsible for overall design, development and team coordination on the business system/application. А почему фултайм плохо? Платят меньше?

Фуллтайм - хорошо из-за некой (хотя и достаточно иллюзорной) стабильности, оплачиваемого отпуска и бенефитов,
а контракт - немного побольше по деньгам, плюс списывать можно расходы в гораздо большей степени, т.е. в целом налогов платишь поменьше, но зато часто приходится искать новый контракт, т.к. они обычно ограничены по времени.

В дополнение к выше сказанному "плохо" относилось к конкретной ситуации, когда вы состоите в штате в одной конторе, а работаете - в другой на сабконтракте.
